Definition of Class

This position manages the financial and administrative affairs for the Parking and Transportation department which includes administration, finance, and client relationships. The incumbent manages customer service related functions; assists the director in the development of long-term strategic plans; develops, implements, and assists in budget planning and development; and provides supervision, guidance, and direction for support staff.

Examples of Work Performed

  • Plans, coordinates and develops assigned departmental budgets.
  • Participates in the selection process, performance management, and training of staff.
  • Participates in work groups, committees, and other duties as assigned.
  • Develops and implements short and long-term goals for areas of responsibility.
  • Provides and/or facilitates specialized support to high level administrators, executives, and external constituents upon request.
  • Serves as primary oversight for departmental financial matters.
  • Tracks, monitors, and ensures accuracy of all incoming funds.
  • Serves as account signatory on all departmental accounts and signs various departmental forms.
  • Provides financial advice on matters such as basic operational costs, personnel costs, spending policies, etc.
  • Forecasts and projects departmental revenue and expenses.
  • Track's expenditures and ensures all revenue is collected from students, faculty, and staff.
  • Provides supervision, guidance, and direction for support staff.
  • Ensures quality customer service and financial support is provided.
  • Advises management on financial matters and prepares various reports for internal and external use.
  • Ensures fiscal compliance with federal, state and University policies and procedures.
  • Performs similar or related duties as assigned or required.

Essential Functions

These essential functions include, but are not limited to, the following. Additional essential functions may be identified and included by the hiring department.

  1. Manages departmental financial affairs and ensures fiscal compliance with federal, state, and University policies and procedures.
  2. Plans, develops, and implements departmental policies and procedures with guidance from department leadership team and Director.
  3. Oversees departmental administrative affairs and services.
  4. Provides supervision, guidance, and direction for support staff.

Minimum Education/Experience

Education:
Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Accounting or a related field.

AND

Experience:
Three (3) years of experience related to the above-described duties.

Substitution Statement: Related experience may be substituted for education, on a basis set forth and approved by the Department of Human Resources.
