Position Description

The University of Mississippi seeks a dynamic, strategic, innovative, forward thinker for the position of Director of Parking and Transportation. The incumbent will collaborate with partners across campus to execute proposed transportation and parking initiatives. One primary role will be to continue to implement alternative transportation solutions and develop more options for students, faculty and staff to travel to and from campus by means other than personal automobiles for the purpose of reducing traffic congestion and to support sustainability initiatives. The successful candidate’s qualifications will include a proven record of building cohesive, high-performing teams and establishing collaborative working relationships across an organization.

The Director of Parking and Transportation Services directs and plans efficient, effective and safe parking and transportation operations. This position will develop plans for transportation of more than 4,000 employees and constituents and approximately 17,000 main campus students. The Director is accountable for contract management, maintaining liaison with partner agencies, development of programs, advocating the University’s interests on related issues, and developing collaborative partnerships with planners, vendors, and other constituent parties.

  • Provides the best possible customer support to students, faculty, staff, and visitors by maximizing utilization of available parking spaces, by providing a clean, safe and friendly parking environment, and by accommodating campus parking and transportation needs and growth.
  • Conducts utilization studies of parking spaces and lots and analyzes data to determine peak usage and average usage times.
  • Analyzes and evaluates University transit needs; prepares proposals and presents plans to promote a comprehensive and consolidated operation.
  • Provides strategic leadership for planning, scheduling, financial management, budget responsibilities, and employee relations. Responsible for marketing and public relations as it relates to parking and transportation. Ensures legal (including Americans with Disability Act considerations), facility, and capital requirements are met for both transit operations and parking services.
  • Continually develop an outstanding team of parking and transportation staff to provide excellent customer service and high quality products and services at competitive prices.
  • Administer staffing, resource planning, and allocation. Direct various personnel functions including, but not limited to, hiring, performance appraisals, promotions, transfers, and vacation schedules.
  • Evaluates and recommends policies and procedures for transportation service delivery and parking services.
  • Establishes and maintains liaison with city transportation (O.U.T.) and with various Federal and State agencies to ensure conformance with appropriate guidelines and regulations, and to secure necessary support.
  • Works with local government officials and staff regarding service linkages between city transit operations and university transit operations.
  • Works with various internal and external constituents to address transportation and parking plans, issues and service requests.
  • Determines parking permit requirements, fee structures, and long term parking needs for the University including planning for capital expenses.
  • Insures compliance with all state and federal regulations regarding municipal-level transit operations.
  • Serves as a key member of the Parking and Transportation committee and regularly interacts with senior university administrators.
  • Partners with the Office of Sustainability to develop and promote alternative campus transit initiatives, bike storage facilities, hourly bike rentals, and shuttle buses/carts.
  • Utilizes communication tools (Social Media websites, Facebook, Twitter, etc.) and develops effective communication strategies.
  • Supports and enhances the quality of work, research, and study within the university community.
Minimum Qualifications

Bachelor’s degree in Business Administration, Public Administration or related field.

  • A minimum of 5 years of project/operations management, personnel management, and leadership experience.
  • Demonstrated ability to manage budgets.
  • A successful track record building successful working relationships with numerous and diverse constituencies.
