Assistant Director of Budget

Definition of Class

This position assists the Director of Budget in the fiscal management of a centralized budget unit. The incumbent provides specialized support and assistance in the preparation of complex budget and financial assessment; performs advanced level accounting duties related to the oversight, management, and analysis of departmental budgets; identifies and reconciles variances; and provides instructional guidance and support to departments across campus. This position frequently makes decisions by exercising discretion and independent judgement.

Examples of Work Performed
  • Performs advanced level accounting duties related to the oversight, management, and analysis of departmental budgets.
  • Analyzes budget reports, reconciles variances, and prepares necessary transfers to maintain fiscal integrity of university budget data.
  • Maintains lapsed salary information and calculations in accordance with university policy.
  • Utilizes various components of SAP to ensure accuracy of budget information and uses discretion and independent judgement to resolve discrepancies.
  • Assists in the preparation, development, and implementation of the university budget.
  • Reconciles year-end position data to payroll commitments and expenditures.
  • Assists in the final compilation and distribution of the operating budget.
  • Assists in the preparation, analysis, and reconciliation of the university’s annual legislative budget.
  • Analyzes budget activity throughout the year to ensure the validity of budget changes and availability of funding.
  • Monitors allocations and expenditures of salary and wage funds.
  • Communicates extensively with internal units to provide instructional support and guidance in processing personnel changes, payroll calculations, and budget transfers.
  • Ensures proper approvals of budget related changes have been obtained.
  • Prepares budget transfer requests and records approved requests in SAP budget system.
  • Provides direction and assistance to the university regarding budget policies and procedures.
  • Facilitates periodic workshops and training for budget users.
  • Serves as support in the absence of the Director of Budget as needed.
  • Performs related or similar duties as required or assigned.
Essential Functions

Minimum Education/Experience

Education:
Bachelor’s degree in Accounting, Finance or related field from an accredited four-year college or university.

Experience:
Three (3) years of experience related to the above described duties.

Substitution Statement: Related experience may be substituted for education, on a basis set forth and approved by the Department of Human Resources.
