Definition of Class
This position coordinates the fiscal activities of a large or complex department, and provides operational and analytical support. The incumbent plans, coordinates and develops budgets and related processes; prepares administrative and fiscal reports; and ensures fiscal compliance for the department. This position exercises independent discretion and judgment in providing financial and administrative guidance and support.
Examples of Work Performed
Fiscal Management
• Monitors periodic financial statements, cash flows, reserves and performance metrics compared to business plans to ensure responsible utilization of fiscal resources and effective financial performance to established goals.
• Performs analysis of revenues, operating expenses and profitability; tracks historical performance and assists with future forecasts and planning.
• Works with the Senior Director to identify and execute upon continuous improvement objectives and to recommend strategies and initiatives.
• Measures performance using key performance indicators and makes recommendations for operational improvement initiatives. Plans and leads such initiatives where necessary.
Program / Project Management
• Participates in the development of program / project initiatives, scopes of work, project plans, time, resource and cost needs across the organization.
• Develops creative solutions and ideas for implementation; guides teams on the execution of projects / programs.
• Works with both internal University teams as well as external resources and entities to conduct financial and operational initiatives and to conduct business activities.
Account Analysis
• Performs periodic account analysis and review of operational business partner results, which may include various auxiliary units, departments and/or functions across the campus.
• Reports on account balance variances and makes recommendations for keeping business units on track toward achievement of financial objectives.
• Provides ad-hoc reporting support for Senior Director, Controller, Vice Chancellor for Finance and Administration (VCAF) and other leaders as required.
Financial Planning
• Assists Senior Director in short and long-range planning and scenario analysis, strategic capital and investment decisions, workforce planning and other fundamental decisions and recommendations.
• Serves as a backup to Senior Director for the annual business plan processes. Supports business partner annual planning objectives.
• Prepares periodic reports on budget to actuals or other analysis leveraging ERP system data.

Facilities / Insurance / Real Estate
• Assists with the development, maintenance and preparation of University insurance, real estate and space, property and inventory data and filings. Assists with feasibility assessments and procedures for real estate acquisition, disposition or sale transactions.
• Conducts space analysis, building, property and real estate tours and assessments.
• Works with the Facilities Maintenance team, Provost Office, VCAF and other units to determine University space needs and to develop recommendations.
• Assists with Insurance processes for maintaining policies and coverages, filing claims and responding to provider inquiries. Participates in SEC University peer group meetings.
• Assists with providing data and reports to University Accounting, Research Programs, and other State Agencies as required.
Operational Analysis
• Provides analysis of auxiliary units and operational support for those units. Makes recommendations and effects change for operational improvement.
• Assists with the pursuit of grants opportunities for capital projects and for the funding of various initiatives.
• Assists with collecting data for preparing new and or existing grants.
• Assist the Contract Management office when needed for contract review, workflow routing or approval requests.
Essential Functions

Minimum Education/Experience
Education:
Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Accounting or a related field.
AND
Experience:
Three (3) years of experience related to the above described duties.
Substitution Statement:
Related experience may be substituted for education, on a basis set forth and approved by the Department of Human Resources.
